Abstract

From the results of the general elections held after India's independence in 1952, it cannot be said that Indian democracy is not getting a strong base or its vitality has been questioned. The truth is that the Indian public is adapting democracy and elections in its own style. That is why a serious, responsible and decision-making process like elections is celebrated as the biggest festival of democracy. It can be said that during the election period, the whole melody of folk culture gets mixed together to make the democratic environment alive. It is true to a large extent that in elections there is propaganda, enmity is played out. There is talk of even taking lives, the equations of caste and sect are added and broken, black money is shed like water, voter loyalty is changed by adopting saam, price, punishment, difference. Or the vote of the electorate is misused. But in spite of all this, the expression of the collective conscience of the voter ultimately represents the aspirations of the people. Gives direction to the future form of democracy.

भारत की स्वतंत्रता प्राप्ति के बाद हुए लोकसभा 1952 से आम चुनावों के परिणामों से यह नहीं कहा जा सकता कि भारतीय लोकतंत्र को सुदृढ़ आधार नहीं मिल पा रहा है या इसकी जीवन्तता पर प्रश्नचिन्ह लगा हो। सच तो यह है कि भारतीय जनमानस लोकतंत्र और चुनाव को अपनी शैली में ढालता जा रहा है। तभी तो चुनाव जैसी गम्भीर दायित्वपूर्ण एवं निर्णयकारी प्रक्रिया को लोकतंत्र के सबसे बड़े पर्व के रूप में मनाया जाता है। यह कहा जा सकता है कि चुनाव अवधि में लोक संस्कृति का सम्पूर्ण राग-रंग लोकतांत्रिक परिवेश को जीवन्त बनाने हेतु एक साथ हो जाता है। बहुत हद तक यह सही है कि चुनावों में दुष्प्रचार होता है, दुश्मनी निभायी जाती हैं. यहाँ तक कि जानें लेने तक की भी बातें हो जाती हैं जाति और सम्प्रदाय के समीकरण जोड़े एवं तोड़े जाते हैं, ब्लैक मनी को पानी की तरह बहाया जाता है, साम, दाम, दण्ड, भेद अपनाकर मतदाताओं की निष्ठाओं में फेर बदल किया जाता है या मतदाताओं के मतों का दुरूपयोग किया जाता है। किन्तु इन सबके बावजूद भी मतदाता के सामूहिक विवेक की अभिव्यक्ति अन्ततः जनाकांक्षाओं का प्रतिनिधित्व करती है। लोकतंत्र के भावी स्वरूप को दिशा देती है।
